Description: The paper describes the dynamics of Polish migration to Ireland, taking into account the situation of the Irish economy and changing demand for workers on the Irish labour market. It also presents the characteristics of Polish migrants in the light of Irish, Polish and European statistics. The main focus of the analysis is the situation of Polish nationals on the island according to the 2016 Irish census, also taking into consideration main trends of change in comparison with the previous censuses. Polish immigrants, who used to be rare in Ireland before 2004, have since become the largest group of non-Irish nationals, spread all over the country, stable in size and slowly ageing. In comparison with other immigrant groups in Ireland, Poles stand out with their large percentage of persons with tertiary education and at the same time - a growing share of those continuing education. The report points to such signs of Poles' developing ties with Ireland as the share of households with children, growing number of Polish-Irish citizens and home ownership. The types distinguished among Polish migrants and their long-term migratory strategies are discussed separately.

Description: The aim of the report is the analysis of mechanisms behind labour migrants' social network formation and the role of networks in the process of everyday integration, understood as interaction in vital areas of people's lives, such as work, education or free time. The analysis is based on data deriving from a qualitative research conducted among Ukrainian labour migrants working in both the primary and the secondary labour market sector in Poland. In the first part of the report we analyse the mechanisms of Ukrainian labour migrants' tie formation with other Ukrainians and with Poles - in the work environment, during studies or through hobby groups. We show that the migrants' networks are characterised by homogeneity in various dimensions: nationality, regional origin, migration experience and socio-occupational status and we identify the reasons behind this. The second part of the report concerns the role of social networks in providing instrumental and emotional support. We distinguish resources, to which migrants have access through their social networks and their meaning for integration in economic, legal and socio-cultural dimensions. According to our research results, migrants can in a satisfactory way accomplish their migration goals, relying primarily on ties to other Ukrainians, and ties to Poles do not have an impact on the their sense of feeling integrated in Poland.

Description: The article discusses the case of academic silence around migration of Roma from Poland - both in Polish Romani studies (romology) and migration studies. The absence of Roma migration in migration research in Poland is contrasted with the absence of the subject of migration in Romani studies. Paradoxically, the group associated in the social imaginary with mobility is absent in migration studies in Poland. On the other hand, in the studies of Roma people in Poland, they turn out to be surprisingly static and immobilized. The aim of this paper is to critically explore this particular type of discursive silence, to think about what are the underlying theoretical and conceptual reasons and finally, how does it impact the migration and Romani studies.

Description: "Bandas Latinas" - informal youth organizations whose affiliation is based on rootst in the Latin American community along with structures and symbols developed in the USA - appeared in Spain at the beginning of the 21st century and quickly became a symbol of the problems emerging within the context of youth and immigration. The objective of this paper is to provide a multi-aspectual presentation of the phenomenon, in both the aspect of issues involved in the integration of immigrants, as well as of changes occurring in the cultural and self-identification spheres as a result of migration and the existence of transnational networks. The experience of youth in Spain is subjected to continual comparison with that of Latino youth in the USA; the question is also posed of whether the phenomenon of these groups should be viewed in an exclusively negative light. The second chapter contains a presentation of the current state of knowledge on their activities in Spain, confronted with theories concerning integration of the children of immigrants, in particular the idea of segmented assimilation and concepts which emerged out of it. The third chapter addresses the Latin Kings organization - it serves as an example of how "bandas latinas" are created and evolve on three continents, under the influence of diverse factors and with the involvement of various actors. The issue of the dynamics involved in the formation of new markers of identification is raised (the pan-ethnic category of Latino), as well as the role of the culture industry, mass media and the Internet in the forms taken on by the phenomena under discussion; significant space is dedicated to discussion of the theory of imagination proposed by A. Appadurai. Chapter four is devoted to organizations created by youth from the Dominican Republic. They are depicted in the context of transnational studies on migration by Dominicans, particularly their consequences for culture (changes in the understanding of the category of race). The work is rounded out by observations flowing from the analysis conducted of webpages created by members of Dominican "bandas". The concluding chapter is an attempt at systematizing the conclusions appearing in the work, as well as pointing to what may potentially be the most important issues on the plane of migration research raised by the phenomenon of "bandas".

Description: Stare Juchy is a Masurian commune which is “a focus” of emigration, in Florian Znaniecki’s terms: a sizable percentage of its inhabitants reside and work abroad. Emigration from Juchy is an example of economic emigration from a peripheral region. Most migrants have elementary or vocational education, the outflows are directed towards one single destination (Iceland), and are based entirely on migration chains. Still, emigration from Stare Juchy has its own peculiarities related to the local socio-economic situation and model of emigration that developed here. In this text, the results of studies on emigration from Stare Juchy, carried out in the summer and fall of 2016, and in the spring of 2017 are presented. A special attention was given to re-emigration: the motives of returning, the re-emigrants’ contributions to local community, and effects of economic and social remittances. To what extent they are agents of change, and whether their activities and attitudes confirm the observations of Krzywicki and Znaniecki on the impact of emigration on technological, custom and cultural changes in the local community; or whether they stabilize and preserve the social system, by providing a financial sources that allow families to survive without any need to face new challenges.

Description: Islamic finance is one of the most rapidly growing sectors in recent years. During the last decade the global value of Islamic assets has grown at yearly the pace of 10-12 per cent. Sharia compliant products, which are not based on the interest rate, has become popular also in non-Muslim countries, namely in the EU members states and in the US. Therefore, it is essential to address some practical aspects of use of these instruments such as risk management. The publication discusses characteristics of Islamic finance, financial risk that is included in main contracts and methods of its management (including practices of institutions that use Islamic financial products).

Description: This paper describes the origins of Polish diaspora structures in Iceland. To this end, and with reference to the theory of civic participation, we point out two analytic categories: the association activity of the immigrants understood as their capacity for self-organization and creation of community events, and the engagement of the immigrants given by their participation in such events. In the second part, we describe the major Polish associations and informal initiatives, and apply to them a variant of SWOT analysis. In the final part we describe the divisions within the leadership of the Polish community in Iceland and the issues faced by Polish associations there.

Description: According to Saskia Sassen (2012), contemporary borders are not erected against other sovereigns, but against nonstate transnational actors, migrants among them. The autonomy of migration of the latter is an act of resistance against the border regimes. Border and immigration controls aim at detecting and disciplining individuals, whose mobility questions state sovereignty. As Walters (2002) and De Genova (2010) notice, deportation and their sheer possibility, or deportability of migrants, produce sovereignty in the face of uncontrolled border-crossings, perceived by the states as a disturbing symptom of 'losing control.' The paper dialectically joins the theories concerning the macrolevel (state sovereignty, capitalist system relying on the immigrant labor force) and the level micro (the individual experience of deportation). The author presents the types of violence they experienced throughout the process of deportation. The analyzed ethnographic material is an outcome of the fieldwork conducted between 2012 and 2014 in the pueblo San Ángel in Lower Mixteca in the Mexican state of Oaxaca. Qualitative interviews with 27 inhabitants of pueblo who were deported from the US between 2006 and 2012 are the basis of the analysis. Deportation was an experience of the US state for this women and men who attempted to remain 'in the shadows.' The article presents the analysis of the phases of deportation (detection, detention, immigration court, transfer and return to Mexico) and the types of violence experienced. It is necessary to include also types of violence other than the physical, among them the objective types of violence: (éZiézek 2010): the structural (Galtung 1969) and the symbolic (Bourdieu, Wacquant 2001). The author demonstrates that symbolic violence can lead to resigning from appealing against the deportation order. The author describes how violence used against migrants reconstructs the US sovereignty in lieu of 'the shadows' where the migrants lived.

Description: This working paper attempts to analyze the leading institutional features and mechanisms of rising and development of the Polish migration policy in the years 1989-2016 (April). We refer to the concept of "policy paradigm" created by Peter A. Hall (1993) who has analyzed the public policies in terms of a reflective adjustment of its objectives and administrative tools in accordance with previous experience and the incoming of new information. Referring to this concept we want to show that in Poland in the early 90s of XX century we experienced the radical change of the highly 'rationing' paradigm of migration policy and the creation of the new one (and more than 15 years of its functioning). We emphasize three of its features. First, that not emigration from Poland as the dominant migration phenomenon in this period but immigration (and different categories of foreigners) has been the main driver of shaping migration policy. Second point highlights the importance of the ministry of internal affairs as the leading actor of this policy. It was connected with the preference for the development of procedures and institutional mechanisms (as the main tools of co-operation within the administration) related to the control of migration processes, at the expense of a broader discussion about the goals of migration policy. Third point concerns the "practical" understanding of migration policy and its focusing on solving the migration issues in terms of legal procedures and institutional tools. From the one hand this approach hampered the functioning of the migration policy in Poland and solving new challenges of migration, but on the other hand it facilitated the acquisition of international and European (EU) legal solutions. At the end of the article we state the question whether the responses of the Polish authorities to the "migration crisis" in Europe from mid-2015 has been the continuation of the existing paradigm or the indicators of its change or even the radical break are being appears.

Description: The text analyzes the political discourse in Poland for the presence of the topic of emigration and diaspora. The study is a qualitative content analysis, the subject of the analysis are programs of political parties, materials and documents created for election campaigns and exposé of prime ministers, forming successive governments. The analysis covers the period from election 1991 to the 2011-2015 parliamentary term. A more detailed analysis covers the years 2005-2011, the period after the Polish accession to the EU, symbolizing the beginning of the last wave of mass emigration. The main research questions concern the space, form and the recipients of political message on the theme of emigration and diaspora, its changes over time and the relationship between the declarations contained in the political parties programs, prime ministers exposé and later in government initiatives. The analysis showed that subjects relating to emigration and diaspora were present (though to varying degrees) during each election campaign, and the greatest interest in them took place during the elections in 2007. These topics were also not the subject of political controversy: the various political parties were rather consistent in the diagnosis of the situation and the solutions proposed in the programs, government initiatives on emigration and Poles living abroad met with symbolic resistance from the political opponents.

Description: The text presents a comparative analysis of participation of Poles residing abroad in national elections in Poland (both parliamentary and presidential) over the last two decades (1990-2011). There were seven parliamentary and five presidential elections in Poland during this period. The text contains a detailed analysis of particular elections based on the State Electoral Commission database, including the number of registered voters and votes cast abroad, the turnout level and the number of polling stations established out of Poland. Taking into account the long-term trends, there is a noticeable increase in the number of votes cast abroad in state elections after 2004. This is a direct effect of the growing number of Poles living abroad after Poland's accession to the EU, but it is also due to the fact that diaspora became an important target group for political elites and media during the electoral campaigns. Thus, the changing number of votes cast abroad has been influenced by various factors related on the one hand to the socio-political situation and, on the other - to the elections organization process, including the voter's registration scheme, the number of polling stations established abroad and the system of voting. The political preferences of Polish voters abroad are different from the population voting in the country. Additionally, when the political parties' support is examined, there are visible differences between Poles residing in American and European countries. The text consists of three main parts. The first presents general trends in electoral participation of Poles abroad in national elections. In the second part, there is a detailed data analysis (both qualitative and quantitative) of all elections (presidential and parliamentary) in the years 1990-2011. The concluding part summarizes the internal and external factors which determine the dynamics of the participation level of Poles abroad in national elections.

Part 1 points out the crucial character of the working class niches on the Western labor markets for the image of Poland and for Polish identity itself. Critically referring to Waldinger's theory of ethnic queue, ethnic niche and immigrant and ethnic enterprise as well as to historical research on transformation of the domestic workers' social status, the study attempts at explaining why Polish immigrants have not established a niche in the sector of Manhattan's office cleaning. The circumstances of the change in the ethnic queue that were not identified by Waldinger are pointed out and discussed.

It argues that the elements of this work that cleaners appreciated themselves are the characteristics of the small immigrant enterprise whose place on the market relies heavily on strong ethnic brand. These characteristics are: significant amount of autonomy; operating under the owners' own financial risk and on the basis of contract between relatively equal partners; depersonalized, standardized and professional service is delivered under conditions of trust and with significant amount of emotional labor. This immigrant business sector relies on immigrant networks and recommendation. A 'Polish maid' is an ethnic brand appreciated in New York City.

In the first part of the article the role of identity for the analysis of a contemporary society and reasons why the concept of identity is so problematic are examined. Afterwards the problem of relationship between identity, on the one hand, and integration as well as social cohesion in complex and diverse societies, on the other hand, is described. These parts play a role of introduction to the concept of social anchoring, similarly to the analysis of the daily and metaphoric usage of anchoring, particularly in psychology. The central part of the text presents the concept of social anchoring as a new theoretical proposal, which revises and integrates the previous categories and research approaches. It is proposed to provisionally define anchoring as searching for points of reference and footholds which enables individuals to establish socio-psychological stability in their lives. There can be distinguished different types of anchors, among others such as legal and institutional (e.g. citizenship), economic (material resources), places (e.g. place of birth), personal anchors (such as appearance, physical practices, individual traits and values), cultural (e.g. language), and social anchors (embedded for example in family or friend relations). The proposed approach provides an opportunity to integrate the issues of identity, adaptation and integration as well as to overcome the limitations of subjectively defined identity and include the psycho-sociological resources that can be used by individuals to adapt to changeable social realities. Although this concept mainly originates from migration studies dealing with the adaptation and integration of migrants, it seems to be also useful for more general sociological analyses.

Description: While there is a growing body of social research on migration and integration of immigrants from third countries arriving into the European Union (EU), this paper draws attention to the intra-EU mobility and integration processes. It is doing so by presenting results of a research on social adaptation practices of highly skilled migrants from other EU countries that temporarily live in Warsaw (i.e. up to five years). The research with people of British, French and German nationality has demonstrated how they create everyday social spaces. Short-term perspective on their own life activities that are driven by their spatial mobility, contributes to development of specific adaptation strategies in which reproduction of the social space constitutes a stable component. Relations with other immigrants and local residents are reproduced and they are selective (created with Poles and other expats of similar traits), spatial (developed in specific places) and temporal (assumed to be short-term). Relations with family and close friends are sustained despite leading a hyper-mobile life. Their transnational social space is flexible regarding its scope and strenght - while social relations in Poland are selective and temporary, social ties sustained with family members and close friends outside Poland are stable and long-term. The research has also exposed a gender dimension in the transnational spaces creation with women who play active role in their reproduction. Everyday practices of women create a sense of "familiarity" and "stability" and constitute a counterbalance for "fluidity" and "changeability" around which mobile lives of their families evolve.

Description: This paper presents theoretical background for studying consequences of highly-skilled migration for individual and aggregated human capital. Contrary to the brain drain discussion, which stresses the loss for the sending countries resulting from the outflow of specialists abroad, the paper focuses on the positive impacts of migration on the countries of origin. These could be a result of acquisition of new competences (resulting in higher salaries after return), of human capital stimulation in the sending country (of both migrants and non-migrants) or of remittances sent to the country of origin. Decreased costs of highly-skilled migration due to the automatic recognition of qualifications in selected professions in the European Union (e.g. for healthcare professionals) could result in increased temporality of migration. Temporality and circularity of migration together with lack of mass migration and high transferability of experience and skills between the countries could further result in brain gain for the sending countries.

Description: Until the fall of 2008, Iceland was described as a prosperous nation, with a very high standard of living. The island's favourable economic situation and the opening in 2006 of the labour market to nationals of the new member states of the European Union caused a large flow of Polish immigrants into the country, where they soon became the largest ethnic group apart from the natives. Iceland's economic situation underwent a dramatic change in 2008, with the onset of the financial crisis. This, however, did not trigger any massive outflow of Poles from the island. The present work is a report on a sociological study, conducted among Polish immigrants in Reykjavik in April and May of 2010. In the first part of the work we describe the origins and phases of Iceland's crisis and the economic and social consequences of the financial collapse. In the second part we present the theoretical and methodological bases of this investigation. In the third part, based on our research, we reconstruct the adaptation strategies used by Polish immigrants during the economic crisis. In spite of suffering a higher unemployment rate than native Icelanders, Poles in Iceland coped rather well with this time and paradoxically, many of them were less affected by the economic downturn than most of the natives, mainly as a result of their more traditional economic behaviour. As a result of the crisis, part of the Polish diaspora in Iceland began a transformation from temporary settlement to permanent.

Description: The Working Paper discusses the relations between two kinds of mobility: socio-occupational mobility and international mobility. The first chapter relates to the methodological challenges both of qualitative and quantitative nature. The challenges demand application both, hand in hand, qualitative and quantitative methods. The second chapter presents results of quantitative approach based on data extracting from CMR datasets, collected throughout the time of political and economic transition in Poland. The analyses conducted in this chapter allows for distinguishing two paths of occupational careers, in dichotomy: stable and changing/ ranging. The third chapter discusses qualitative findings of the analysis allowing to understand the role of migration in the occupational paths of migrants. The qualitative approach undertakes two ways of analyses: critical events in people's lives and life history. Both qualitative and quantitative approaches presented in this paper allow for better understanding of both objective (quantitative) and subjective (qualitative) meanings of migration in occupational paths. The meanings can be differentiated, pending on the objective situation of migrants, e.g. structural conditions and migrants' own perception of the role of migration in their lives.

Description: The Elbe/Oder Chamber Union (KEO) is a consortium of German, Polish and Czech chambers of industry and commerce, which has set itself the goal of jointly representing the interests of companies in the region at a national and European level. In 2010, 37.6 million people lived in the represented region, representing a market share of 7.5% of the EU population. The gross domestic product of the KEO region in 2008 was 716.6 billion Euros, equal to 5.7% of the total EU GDP. Despite the overall strength of the region, there are pronounced differences within each member state which can be addressed and equalized through joint cooperation. Also, as both foreign and interregional trade is increasing in the KEO area, it is important that member states focus on their core competencies and, through doing so, work together towards an economically viable future. Many policy areas have been identified in order to strengthen the competitiveness of these regions, among them the development of research capabilities, the reduction of transaction costs for cross-border activities and the qualitative and quantitative improvement of the transport infrastructure are particularly relevant.

Description: "Kapitał społeczny ludzi starych na przykładzie mieszkańców miasta Białystok" to książka oparta na analizach teoretycznych i empirycznych, która przedstawia problem diagnozowania i używania kapitału społecznego ludzi starych w procesach rozwoju lokalnego i regionalnego. Colemana, R.D. Putnama, F. Fukuyamy, A. Giddensa, P. Sztompki i A. Sadowskiego. Badaniu poddano 26 respondentów w wieku od 60 do 89 lat żyjących w mieście Białystok związanych z jedną z dwóch różnych instytucji: Domem Pomocy Społecznej i Uniwersytetem Trzeciego Wieku.
Description: "Social Capital of Old People on the Example of Bialystok Residents" is a book based on theoretical and empirical study, which presents an issue of diagnosing and using of old people social capital in the local and regional development processes. This issue is significant because of the threats and challenges associated with process of rapid ageing of Polish society at the beginning of 21st century. Publication, in particular, is an attempt to give answers to the following questions: what is the state of old people social capital in Bialystok, what transformations it undergoes and how is it differentiated? In this study old people are viewed as a social category, which is a set of people similar to each other in terms of socially significant features (such as age, possessed social roles and awareness of received social benefits), who are aware of these similarities and differences between each other. Moreover, it is assumed, that such persons exceeded the 60 years of age. It is also assumed that human, social and cultural capital is accumulated in the human resources. Social capital is recognized here broadly as a potential for collaboration embedded in interpersonal relationships and social norms that may benefit individuals, groups and societies. The book consists of three chapters. The first, which is the theoretical part of work, includes information about: old age as a stage of individual life and explanation of the old people notion. It discusses social theories of ageing, historical factors affecting on the social position of old people category, changes in their place in Polish society during the system transformation and in the early 21st century. It describes the possible consequences of increased life expectancy for democracy and capitalism - including the concepts of society for all ages, silver economy. It also features ageing population issue, as well as social policy towards the elderly and old age in Bialystok as the borderland city. A variety of social capital concepts were presented; the spheres of its influence on socio-economic development, its status in Poland and guidelines for strategic building of its resources. Selected information on the activity of old people in public, social and economic life as key features of their social capital was brought closer. Putting various theoretical positions, results of research and statistical data in order was aimed to link many dispersed sources considering that it is relevant to identify and develop seniors' social capital resources, as well as leveling the delay of Polish sociology research on the elderly. Fundamental theoretical perspective of publication is the concept of capital according to P. Bourdieu. However, the proposals of J.S. Coleman, R.D. Putnam, F. Fukuyama, A. Giddens, P. Sztompka and A. Sadowski were also used. The second chapter contains a methodological framework for the purposes of study. Research assumptions, method and course of implementation of studies were discussed. The study is based on the qualitative method and the application of in-depth interview techniques. It was considered that the personal contact with old people will be more accurate than other research techniques to identify the context in which they social capital resources can be found. It is important because the transfer of developed abroad activating solutions and interpretations of old people actions may be ineffective or have negative external effects in the Polish context. Moreover, in the Polish science literature attention is paid to scarcity of gerontological research in accordance with the interpretive paradigm. Study involved 26 respondents aged 60 to 89 years living in Bialystok associated with one of two different institutions: nursing home for the elderly and University of the Third Age. By comparing the persons on two extremes of social activity it was possible to see similarities and differences in their capital equipment, and also in achievements of the life positions in the class structure and resources aimed at successful ageing. The third chapter presents the empirical analysis of the research results. This part outlines the way in which old people think about their ancestors and contemporary people. It also shows factors according to changes in their social position in the city, social issues which they consider most important for old people, their opinions about leisure time, opportunities and barriers of economic activity and types of old people social capital depending on the institution with which they are associated. Approach to the perception and use of internal disparities of seniors were also discussed. The analysis additionally contains the evaluation of senior citizens image in the polish mass media. This publication does not contain a strict ending. It only identifies the main conclusions of the research and potential directions of future analysis. Above all, older people could improve their position not by demanding increases in social benefits from which major parts are often taken away by their family members, but by highlighting their human, social and cultural capital. It is necessary to create favorable conditions for social and professional life of old people and their cooperation with members of local communities. Important role in this regard is played by institutions implementing three tasks: stimulating senior citizens' desire to satisfy previously unrealized needs; creating relationships between them so that they can solve their own problems and work for the others; and providing legal, social and vocational guidance. Stimulating cooperation between existing public, commercial and non-governmental sector organizations may serve to achieve these goals. The dissemination of bottom-up techniques of social capital building and checklist of essential features of Age-friendly Cities may also be important.
