Description: To measure income inequality with right censored (topcoded) data, we propose multiple imputation for censored observations using draws from Generalized Beta of the Second Kind distributions to provide partially synthetic datasets analyzed using complete data methods. Estimation and inference uses Reiter s (Survey Methodology 2003) formulae. Using Current Population Survey (CPS) internal data, we find few statistically significant differences in income inequality for pairs of years between 1995 and 2004. We also show that using CPS public use data with cell mean imputations may lead to incorrect inferences about inequality differences. Multiply-imputed public use data provide an intermediate solution.

Description: In this paper we investigate earnings mobility in Austria from the angle of individual persons: earnings mobility over time has two aspects: positional changes and the volatility of earnings over time. Whereas the further is a positive outcome, more volatility as such can be seen as negative. We use Austrian data from tax authorities to find out how population characteristics are related to these two concepts of earnings mobility.

Description: The purpose of this paper is to discuss the evolution of labour conditions in public and private security systems in Brazil (and, inside public system, labour conditions in federal and local sub-systems). The number of workers in security services has increased between the 1990?ies and 2000`ies. In private services, the increase has been faster than in the public. Despite this, nowadays, labour conditions in private services are worse than that registered in the public. This situation points out some problems involving the efforts to guarantee the constitutional right to security to all citizens. To some extent, in the last two decades, the Brazilian approach has been pro-private security services. However, nowadays, this approach seems to be problematic, because labour conditions are the worst in private services. Obviously, this fact has consequences to the efforts to guarantee the right to security, as it is established in Brazilian Federal Constitution.

Description: This paper deals with the implications of factor demand linkages for monetary policy design. We develop a dynamic general equilibrium model with two sectors that produce durable and non-durable goods, respectively. Part of the output produced in each sector is used as an intermediate input of production in both sectors, according to an input-output matrix calibrated on the US economy. As shown in a number of recent contributions, this roundabout technology allows us to reconcile standard two-sector New Keynesian models with the empirical evidence showing co-movement between durable and non-durable spending in response to a monetary policy shock. A main result of our monetary policy analysis is that strategic complementarities generated by factor demand linkages amplify social welfare loss. As the degree of interconnection between sectors increases, the cost of misperceiving the correct production technology of each sector can rise substantially. In addition, the transmission of different sources of exogenous perturbation is altered, compared to what is commonly observed in standard two-sector models without factor demand linkages. In this respect, the role of the relative price of non-durable goods is crucial, as this does not only influence the user cost of durables through the conventional demand channel, but also affects in opposite directions the real marginal cost of production in either sector through the intermediate input channel.

Description: This paper investigates the effect of credibility of environmental policies on environmental innovation and welfare. When the government precommits to an emission tax, the monopolist's abatement effort is lower than if the environmental policy is at the government's discretion. Time consistent emission tax is lower than optimal emission tax under precommitment. Finally, welfare is always higher if the government can commit to an emission tax.

Description: We analyze how adding the shadow economy to official output figures affects technical efficiency. We find that this only slightly affects the ranking of efficiency scores, but increases average efficiency. Our results are robust to the functional form of the production technology and the adjustment of labor to account for years of schooling.
