    Description: Entrepreneurs’ and regional stakeholder’s capacity to turn knowledge, skills and competencies into sustainable competitive advantage is crucial to a region' economic performance. The article attempts to reveal their synergy by gathering evidence in the particular context of the Romanian automotive industry. Based on primary data collected through structured inter¬views and experiential visits, the research is organized around three investigative themes: (1) entrepreneurs’ approach to and perception on innovation, (2) factors affecting innovation, and (3) networking and knowledge diffusion in the regional productive environment. The findings emphasize the convergent opinion of the regional stakeholders on the vital role innovation plays at the current stage of the industry and the key role entrepreneurs have in stimulating innovation in the regional context. A series of three factors underlay the innovative performance at regional and industry level, namely the presence of an innovation friendly business environment, entrepreneurs’ personality, as well as the external competitive environment.

    Description: The paper focuses on emphasising the role that internal constraints and domestic political events play in designing the strategic behaviour and position of the EU in the negotiation process of The Transatlantic Trade and Investment Partnership - TTIP. The paper pursues a three-pronged approach in order to: (1) identify and define the set of domestic constraints, (2) assess their influence on EU’s strategic position, and (3) suggest both available and desirable future courses of action to improve the negotiation outcome. The results should inform the approach towards the general structure of negotiations to be accomplished through a multi-level analysis: starting from a broad EU perspective on the deal, complemented by a disaggregated domestic level perspective that will emphasize EU members’ position and interests in the agreement, as well as an industry/sector-based implications of each item on the negotiations agenda.

    Description: A recent series of EU initiatives gradually have changed the meaning of growth initiatives whereby the options of economic policy became more closely linked to the needs of development at ever smaller territorial units. The present research attempts to contribute to the discussion about the competitive potential of economic growth at territorial level. We introduce a methodological model to evaluate the conditions under which economic growth may generate opportunities leading to self-sustained economic development. The hypothesis is discussed at both national and regional scale and tested with a set of socio-economic variables including indicators relative to economic growth, economic functionality and spatial networks. Our findings suggest a huge potential in terms of capitalization of different types of capital (territorial, human, cultural), but also in terms of achieving mutual reinforcement of links between advanced and less advanced industries. Most of the national territory contributes insignificantly to the economic use of resources through exports and advanced manufacturing. All this means resources which do not currently contribute to economic growth. Integrating the new concepts of territorial planning is gradual, long term oriented, and with significant learning economies. The objectives to pursue can be suggested from such measures as mapping of business operations in the target area or establishing non-governmental institutions with observation and monitoring roles.

    Description: This study contributes to the literature on the competitiveness of Romanian exports with a new perspective over the decade 2001-2011, by overlapping of two complementary analyses: of the export performance dynamics and of the domestic revenues created by export manufacturers and their suppliers. The analyzed period includes the period of global economic growth (mainly 2003-2007) and the first years of the economic crisis (2009-2011 ). The year 2007, when Romania joined the European Union, is in the middle of the analyzed period. The dynamics of Romania's export performance was assessed through a specific method combining three different research lines(1) changes in the ranking of exported products in the reference years 2001 and 2011, (2) evolution of the performance of key products exported in 2001 and (3) the position in 2001 of key products exported in 2011. The analysis of domestic revenues created by export manufacturers and their suppliers provides, for the first time for Romania a brief study on the position of the country on the global value chain, following the logic proposed by the European Commission in its last two European Competitiveness Reports (2012 and 2013). When corroborated, the results of the two analyses can be used to discuss the extent to which the current structure of exports contributes to the generation of domestic revenues and as such might prove useful in the debate on the identification of a country brand for Romania.     Description: The underlying rationale in shifting the analytical focus of the competitive development policy rests on the political-economic and socio-cultural characteristics of a habitat that indeterminably amplify or scale down the benefits of economic activities. The permanence of spatial developmental disparities suggests that the strategic directions of any initiative targeting regional competitiveness should follow the lines of (1) maximizing its competitive impact and (2) matching the territorial specificity. According to this perspective, the paper discusses an original theoretical construct and points to graphical representations of operational forms that may configure a policy of territorial development along four co-existent levels: (1) urban fields, (2) clusters, (3) development areas, and (4) disadvantaged areas. The main implication for public policy initiatives resides in smoothing the progress towards building up such a potential for growth.
