    Notes: This paper reports the results of four studies that investigate racial profiling as an attribution about police motives. Each study explores, first, the types of police behavior that heighten or lessen the occurrence of profiling attributions and, second, the consequences of such attributions. Results support prior studies in finding that judgments about whether the police are profiling are associated with the level of public support for the police. The studies then extend the analysis of subjective profiling judgments by examining their antecedents. The findings support the procedural justice hypothesis that the fairness with which the police exercise their authority influences whether members of the public view the police as profiling.

There is also a recognised theme that trust must move beyond rational or calculative trust to various forms of social trust. This paper makes clear the potential importance of social trust, and its value to emerging organisations. In the new era of faster, looser, more rapidly changing connections between people and groups, trust based on inferences about the motives, character and intentions of others is becoming more central to the ability of organisations to manage their dynamics efficiently and effectively and ensure their growth and survival.

    Notes: Recent public opinion polls have suggested that there is a striking lack of public support for national political leaders and institutions. The two studies discussed in this paper explore why public evaluations of political leaders and institutions are low. In particular, they examine the role of perceived injustice in creating dislike for and distrust of leaders and institutions. This focus upon justice is contrasted with the more traditional focus upon the level of outcomes received from the political system and upon congruence in citizen-leader policy preferences. The results strongly support a focus upon justice by showing that judgments of injustice exercise an influence upon leadership evaluations and in stitutional endorsements which is independent of beliefs about the level of outcomes the political system is providing to citizens or of public support for government policies. In fact, both studies suggest that judgments of justice or injustice have more influence upon the endorsement of political leaders and institutions than do outcome-related concerns.

    Notes: Two random telephone surveys were conducted-one in Evanston, Illinois and one in Morton Grove, Illinois-to assess the motivations underlying public support for handgun control. The data from both surveys suggested that such support was linked most strongly to citizen beliefs about the effect of a handgun ban on the overall crime rate. Little support was found for either the suggestion that gun control opposition is linked to concerns about personal protection against crime or for the suggestion that views about gun control are part of a more general ideological orientation.

    Notes: Local community involvement has long been regarded as central to citizens’ participation in the political process because it is believed to create attitudes of generalized trust that encourage citizens to become involved in governance. Recently Putnam (1995a) has argued that declining opportunities for community involvement have led to decreased trust in others, and this contributes to declining rates of voting in elections. This paper directly tests the validity of Putnam's argument. It shows that civic participation is related to political participation, but only through the mediating mechanism of generalized trust. The paper further examines why citizens participate in their communities. It finds that people participate more in their communities when they feel that they are respected members of those communities. Implications for psychological theory and political mobilization are discussed.

    Notes: Two studies examine how decision makers' goals of enhancing organizational effectiveness and promoting positive interpersonal relations shape their decision making when they are allocating scarce resources among group members. Past research has conceptualized this problem as one of balancing between the use of two distributive justice principles: equity and equality. The studies reported examine the degree to which authorities are also concerned about issues of procedural justice. The results suggest that experienced decision makers—both managerial and administrative—believe that when trying to maintain positive interpersonal relations it is as important to use decision-making procedures that will be regarded as fair (procedural justice) as it is to allocate outcomes in ways which will be regarded as fair (distributive justice). Decision makers' definitions of procedural justice are also examined.

    Notes: Abstract Two studies examined citizens' perceptions of the criminal jury and their evaluations of 6- or 12-person juries operating under unanimous or majority decision rules. Study 1 was a telephone survey of 130 adult citizens in which respondents evaluated alternative jury structures in the abstract. In Study 2, students were asked to evaluate jury structures for a hypothetical trial in which they were either the defendant or the victim in a crime with a mild or serious outcome. In both studies, jury size and decision rule were related to ratings of procedural cost, and the severity of the crime moderated procedural evaluations. In Study 1, juries were preferred to judges and the 12-person unanimous jury was preferred over other jury structures when the crime involved was serious. In Study 2, there were no direct effects due to variations in jury structure, but subjects appeared to trade off procedural cost and thoroughness of deliberation as a function of the seriousness of the crime. Procedural fairness emerged as the strongest independent predictor of desirability for jury procedures, and fairness was related to representativeness and accuracy. The role manipulation did not influence subjects' responses. In both studies, respondents were very supportive of the jury as an institution, despite a perception that erroneous jury verdicts do occur.

    Notes: Abstract African American, Hispanic American, Asian American, and European American students rated their procedural preferences in response to a hypothetical conflict scenario and then recalled a real dispute in which they had been involved. Subjects of all four ethnicities and of both genders preferred persuasion and negotiation to other options. There were significant, ethnic and gender differences in preferences, as well as differences for the nature of the relationship and the nature of the issue, but these differences were small in comparison to the overall pattern of procedural preferences. Reports of actual procedure use also showed differences in procedure use across genders, ethnicities, and relationship type, but the differences were relatively small. Procedural fairness was the strongest predictor of both procedural preference and affect toward actual procedure use.
