    Description: The first EU Alert Mechanism Report demonstrates the vulnerable macroeconomic external position of Romania, the current Romanian’s balance of payments reflecting a severe need of financing and capitalization. On the other hand, the 2007-2013 programming period potentially provided a significant amount of EU money for investments (around 29 billion euro) through Structural Funds. However, five years after the beginning of the current financial framework, the level of absorption remains extremely low. The paper focuses on the main Romanian macroeconomic imbalances (the current account balance, international investment position) and on the most important sources for financing investments and development - the EU financial structural instruments: ERDF and Cohesion Fund.

    Description: Le début du XXIeme a connu un essor remarquable des marchés financiers, de l’innovation et des processus de déréglementation. L’inflation faible, la liquidité abondante, la confiance dans les marchés efficaces et autorégulateurs ont conduit a une perception généralisée de risque faible, incitant les acteurs a une prise accrue de risque. Face aux crises qui s’enchaînent depuis maintenant cinq ans, des mesures de ré-réglementation du systeme ont été proposées, communément appelées Reformes de Bâle. L’article analyse l’évolution des recommandations de Bâle en lien avec l’évolution économique et des marchés financiers et évalue l’impact de ces dernieres sur le secteur bancaire roumain.

    Description: Recent changes in the security environment of Eastern Europe and the South Caucasus have been reshaping the strategies of the six small countries in the proximity of both the EU and Russia. Their attempts to take upon themselves their Soviet heritage and their sensitive geographical position were reflected by a mix of East-West orientations. Some of them chose to create stronger economic bonds with the EU members while others decided to anticipate Russian discontent in separatist areas they shelter and became members of the EEU. Regardless of their option, the Eastern Partnership members embarked? on a long road of political, social and economic changes, so that their stability and growth would become pillars of a stronger role on the regional and international arena in the future. The EU, in turn, has been supporting its partners to the East according to their level of commitment to reform and approximation, although the economic benefits of this relation are imperceptible.

    Description: The EU is permanently trying to secure its proximity by creating a “ring of friends” in the neighbourhood. Thus, stabilization through economic integration and modernization have been the purpose of the European Neighbourhood Policy (the ENP) since its creation, in 2004. Successive reviews of the ENP in the past decade have aimed to customize support to different needs of the partners. Funding has been allocated according to the level of commitment to reform of the EU neighbours. The six small states of the Eastern Partnership (EaP) have benefitted not only from common ENP provisions, but also from specific instruments dedicated to their particular situation. Bilateral and multi-country programmes included in the European Neighbourhood Instrument (ENI), but also instruments from other EU policies and support from the International Financial Institutions (IFI) have helped the EaP members to achieve progress in EU approximation.

    Description: The main objective of this paper is to analyse and understand the factors which constantly position Romania on the last places of the European digital rankings, especially at the Human Capital/Digital skills indicators and, secondary, to raise awareness concerning the necessity of increasing digital competences in Romania. The paper provides a comparison among Romania and other three European countries, better positioned on the European ranking, namely Germany, Poland and Denmark. The paper concludes that the level of preparedness of the human capital with digital competence has played a crucial role in assuring the success of the European industry. Learning from the better positioned countries on the European digital ranking can be a solution for Romania in increasing its performance and maintaining a valuable role in the European industry framework.

    Description: The paper intends to explain the relevance of the acquis communautaire on state aid in the context of Romanian regional policy-making. EU state aid regulations impose a number of restrictions on regional aid spending, which in their combination are intended to concentrate and modulate overall spending within priority areas. The paper reviews the Romanian legal, institutional and procedural frameworks on state aids and briefly analyses the main financial support schemes designed by the Romanian authorities to support regional development.     Description: The economic and social cohesion policy of the European Union has two inter-related components, namely the vertical cohesion, referring to the alleviation of social disparities and the solidarity with the disadvantaged social groups, and the horizontal cohesion, which concentrates on the regional disparities decrease and the solidarity with the lagging regions' population. Based on this approach, the EU's regional policy is closely related to the horizontal dimension of the cohesion policy and is supported by the EU funds via allocations for convergence - competitiveness and employment - European territorial co-operation objectives of the 2007-2013 programming period. The Central and East European Countries, as New Member States (NMS) of the EU are a major beneficiary of these allocations, especially with regard to the convergence objective, considering the big regional disparities they display in comparison with the EU average. At the EU level it is largely acknowledged that transition to the market economy experienced by these countries has deepened the regional disparities; at present the main issue is when and with which rate a process of regional convergence will occur, both inside each country and compared to the EU average. Hence, the main questions this paper raises: first, which are the implications of the cohesion policy, via EU funds for regional disparities in the NMS? Second, are these countries prepared to ensure a high capacity of absorbing the EU funds and, thus, to turn to good account their endogenous growth potential? In order to answer these questions empirical evidence based on the EU statistical data and studies will be provided, accompanied by comments upon the so-called 'absorption problems'.

    Description: This paper analyses the justifications and stages of the elaboration of impact studies at the European level, focusing on the various working methods, be it 'impact matrix' or the 'logic of intervention', which may be adopted by law-makers, in order to improve the regulation mechanisms in the public administration field and shape up new ways in which they could be used. Attention is paid to the role and the utility of impact assessment in elaborating public policies, as well as to the importance of properly using analysis instruments, with a focus on the obstacles and risks associated to the impact assessment process, by comparing different approaches and working methods, from the European and OECD area. Various evaluation patterns from OECD and the EU are presented, with their peculiarities and challenges involved by their implementation, leading to the conclusion that the European assessment pattern is still far away from providing a universal impact analysis model due to the lack of efficient sanctioning mechanisms. The credibility of an impact assessment largely depends on its results, which means they need to be based on correct and updated information, which is at the same time transparent and easy to access and understand. The role of impact assessment and, by extension, of impact studies is to allow lawmakers to check up whether the implementation of existing regulations observes the established indicators, as well as whether the policy in question had reached its objective.

    Description: The aim of this paper is to map the position of the Central and Eastern Europe (CEE) region for university – industry cooperation in research and development. (R&D) To meet this goal, we use the Global Competitiveness Index 2011 database and consider those indicators describing the knowledge production and the knowledge absorption potential of 142 participating countries. Based on a discriminant analysis, we classify the countries and synthesize their performances for the selected indicators. The results confirm our hypothesis regarding the heterogeneity of the CEE countries’ performances for university – industry cooperation and identifies the factors that explain the variations.
