    Description / Table of Contents: Estimates based on household surveys often differ considerably from administrative records. In the PNADs, for instance, the estimated number of beneficiaries of the Programa Bolsa Família (PBF) and of the Benefício de Prestação Continuada (BPC) are always lower than the official figures. This paper presents a simple methodology, based on the sampling design of household surveys, to explain these differences, decomposing them in three terms: the representativeness bias (due to selection of locales, census tracts or municipalities for the survey), the selection bias (due to selection issues in the chosen locales) and the interaction among them. The application of this methodology to the PBF and the BPC reveals that, regarding the former, the representativeness bias is accountable for a good part of the problem: the selection of the municipalities to be surveyed is responsible for 40% of the difference between official records and the PNAD. In the case of the BPC, the representativeness bias tends to act in the opposite direction. Thus, the selection bias is entirely responsible for the observed difference. Also, the erroneous reporting of the BPC as a Social Security benefit in the PNAD seems to occur mostly in the years prior to 2004 and in any case does not explain by itself the low number of beneficiaries identified in the PNAD.

    Description / Table of Contents: This paper uses income tax tabulations to estimate top income shares in Brazil over the long term. Between 1926 and 2015, the concentration of income at the top remained very high, following a sine wave trend: top shares ebbed and flowed over time, frequently in tandem with political and institutional disruptions. There is some evidence in favour of Williamson's 'missed levelling' hypothesis regarding the origins of Latin America's exceptionally high levels of inequality, but the recent decline in inequality is cast in a more dubious light, since top income shares have remained quite stable since 2000 and the 'tax-adjusted' Gini coefficients show a smaller and shorter, though still sizeable, decrease. The nature of the political regime matters, but democracy is not a sufficient condition for redistribution. Brazil's tumultuous political history suggests top income shares change substantially mostly during political-institutional crises, when the typical quid pro quo of more liberal regimes in normal times collapses. The analysis is complemented by international comparisons and a discussion of the role of institutions in shaping inequality. [...]

    Description / Table of Contents: Herein a characterization of the evolution of extreme poverty and income inequality in Bahia is presented. Extreme poverty and income inequality in Bahia fell twice from 1995 to 2009, in roughly the same periods, but at different pace. The first fall begins in 1996. For extreme poverty, it was a sudden fall ending in 1997, whilst inequality kept falling till 1999. After 1997 e 1999, extreme poverty and income inequality were stagnant up to 2003, when the second fall starts. This time, the income inequality fall was abrupt and ended in 2004, while extreme poverty diminished until 2006. The second fall took both to a lower level where they remained in 2009. Inequality measured by the Gini coefficient was stable about 0,55, and the extreme poverty rate was around 10% of the state population.
