    Description: Ordoliberalism has been identified as an important ideational force during the European sovereign debt crisis. A vivid scholarly and public debate has erupted on how much influence the ideology had on the German position during the crisis. This article concentrates on an aspect that this debate has so far omitted: the cultural foundations and the ethical provisions of Ordoliberalism. The article explores the genealogy of Ordoliberal thinking and shows that it has profound roots in German Protestant social teachings. The religious connection ensured the political survival of Ordoliberalism in the highly religious environment of post-WWII Germany. With the decline of organized religion form the 1960s onwards, Ordoliberalism adopted the myth of the social market economy as a civil religion to ensure the ideology’s survival.

    Description: This paper looks at the recent debt crisis in Greece and argues that the crisis exemplifies a sequence of systematic mistakes made by International Financial Institutions, mistakes whose consequences had been clearly anticipated at the time of the first bail-out and could have been avoided. I will argue that the "original sin" of international creditors has been that of refinancing, rather than partially writing off, the debt. This mistake has led to excessively restrictive policies, and has ultimately to interventions of bail-out/in much larger than those which would have solved the problem at the outset, causing unnecessary pain to the economy and damaging both creditors' and debtors' interests.

    Description: The release of the World Health Report 2000 has brought to the fore the concept of responsiveness as an indicator of health system performance. Responsiveness relates to a system's ability to respond to the legitimate expectations of potential users about non-health enhancing aspects of care (Valentine et al. 2003). A few studies have investigated how standard socio-demographic characteristics (such as income or education) have an influence on the evaluation of responsiveness by health care users (Puentes Rosas et al. 2006, Sirven et al. 2012, Rice et al. 2012). However, we are not aware of any study investigating the relationship between the frequency with which patients use health services and their evaluation of responsiveness. This paper narrows this gap by using data regarding a sample of patients hospitalized in 9 hospitals of Emilia Romagna, a Region of Italy. The data have been collected by the Agency for Health Care and Social Services of Emilia Romagna between January 2010 and December 2012. We investigate a representative sample of about 2500 in-patients, who have been asked to evaluate 29 different aspect of quality of care which refer to 6 domains of health system responsiveness (communication, social support, privacy, dignity, waiting times and quality of facilities). We make use of this structure of the data by adopting a panel data regression model. The adoption of a panel model helps in controlling for individual heterogeneity, which otherwise could bias our results. Given that responsiveness is evaluated on an ordinal and categorical scale (going from "very dissatisfied" to "very satisfied") we estimate a panel ordered logit model. Our results suggest that if patients have already been hospitalized in the same ward over the last 5 years they evaluate responsiveness more positively compared to patients who have never been hospitalized before. However, this effect is statistically significant only if patients have been hospitalized in the last 6 months. More generally, the use of a proper methodology to investigate responsiveness at hospital level can allow a better identification of area of intervention for investments in staff training; moreover, it can allow to modify hospital characteristics which have a negative impact on patients' reporting of responsiveness.

    Description: In un articolo del 1984 M. Pohjola ha introdotto nel modello di Lancaster la considerazione della contrattazione fra capitalisti e lavoratori nella analisi della relazione fra distribuzione del reddito e accumulazione del capitale in termini di un gioco differenziale. Lo scopo del nostro lavoro è quello di estendere l'analisi di Pohjola al caso in cui i lavoratori possono decidere di risparmiare e quindi di accumulare capitale per analizzarne le conseguenze sull'equilibrio non cooperativo del corrispondente gioco differenziale. In his paper of 1984 M. Pohjola generalized Lancaster's model of capitalism as a differential game by considering the bargaining process between capitalists and workers in the analysis of the relationship between income distribution and capital accumulation. Our contribution aims to extend his model by introducing the possibility of saving for the workers and its consequences on the noncooperative equilibrium of the correspondin differential game.

    Description: Marx's analysis of the determination of the general rate of profit and of the associated relative prices is based on the conceptual distinction between law of value and law of exchange. The law of value states that simple, necessary abstract labour is the substance and measure of the value of commodities and is fundamental in the analysis of the social relations of the capitalist economy, i.e. for the analysis of the creation of surplus-value; it therefore represents the theoretical framework within which the problem of the distribution of surplus-value among the different capitals may be approached, i.e. the law of exchange must be taken into consideration. The analytical mistakes surrounding the marxian solution of the problem have given the way to the critics of the labour theory of value to question its relevance and coherence as a tool for the analysis of the capitalist mode of production. The aim of the present note is simply to show that it is possible to frame the relationship between law of value and law of exchange along marxian lines while determining in a coherent way the rate of profit and the corresponding relative prices of commodities in such a way that the proportionality between profits and surplus-labour is retained. Actually this is the main result of the "New Interpretation" of the marxian transformation problem which is obtained by defining the conservation of value in terms of the net product and not the gross one and the value of labour power in terms of generalized (or unallocated) purchasing power. This interpretation of the problem is therefore in contrast with the neoricardian one which is based on the refutation of the role of the law of value different from that of the determination of the relative prices of the commodities.

    Description: This study contributes to the literature on the competitiveness of Romanian exports with a new perspective over the decade 2001-2011, by overlapping of two complementary analyses: of the export performance dynamics and of the domestic revenues created by export manufacturers and their suppliers. The analyzed period includes the period of global economic growth (mainly 2003-2007) and the first years of the economic crisis (2009-2011 ). The year 2007, when Romania joined the European Union, is in the middle of the analyzed period. The dynamics of Romania's export performance was assessed through a specific method combining three different research lines(1) changes in the ranking of exported products in the reference years 2001 and 2011, (2) evolution of the performance of key products exported in 2001 and (3) the position in 2001 of key products exported in 2011. The analysis of domestic revenues created by export manufacturers and their suppliers provides, for the first time for Romania a brief study on the position of the country on the global value chain, following the logic proposed by the European Commission in its last two European Competitiveness Reports (2012 and 2013). When corroborated, the results of the two analyses can be used to discuss the extent to which the current structure of exports contributes to the generation of domestic revenues and as such might prove useful in the debate on the identification of a country brand for Romania.     Description: The aim of the study is to offer to decision-makers the necessary data regarding European policies of social inclusion for the Roma, with focus on the practices which have shown a positive impact in the fields of education, employment, housing and health, and to accompany the analysis with policy recommendations for a more efficient and effective action in promoting Roma inclusion. The second chapter, Social Inclusion Policies at the European Level: Mainstreaming versus Targeting offers a brief historical overview of the European policy framework within which social inclusion was conceptualised and its corresponding policies were articulated, along with preoccupations with the situation of the Roma, defined as a European minority subject to centuries-long discrimination. It reminds the reader the definition of „social inclusion” mentioned in European documents and connects the development of the concept and its corresponding social policies to the discourse on the risks of poverty and social exclusion, which can be found already in the 1984 documents of the Council of European Communities. The first part of the chapter presents the emergence and evolution of the Lisbon agenda (2000) and the Open Method of Coordination in the Domain of Social Policies (OMC) that became operational soon after, along with the main indicators aimed to measure the extent and depth of poverty and social exclusion in EU member states, i.e. the Laeken indicators and the currently employed AROPE indicator. It discusses the role of the European Platform against Poverty and Social Exclusion, launched in 2010 as part of the Europe 2020 strategy for smart, sustainable development that fosters social inclusion. The Platform aims to stand for a political commitment of EU member states to promote social innovation and more efficient use of European funds for the objectives of social inclusion. Recently, the European Commission also recommended adding a series of social indicators (i.e. the rate of long term unemployment and the neither-in-work-nor-in-education rate among the youth) in the monitorization of the European common market.     Description: In this study, we analyse the manner of developing a particular system of coordination of European affairs at national level, as well as its efficiency, the aim being to provide suggestions for improving it. The introductory section highlights the need for such a study, given the current political and institutional context of Romania, and it states the objectives of the study. Special attention is given to presenting the theoretical approach (expressing, on the one hand, the authors' vision that European affairs - distinctly from foreign affairs - are part of the complex governance process specific for the European Union (EU) and, on the other hand, operationalizing the idea of efficiency within a national system for coordinating European affairs, etc.) and the research methodology (reasons for choosing a comparative research design to support the presented arguments, as well as the qualitative research performed). In the first part, the paper also provides information on the legislative and institutional configuration of the EU, following the entry into force of the Lisbon Treaty, because the novelties and reforms brought by this regulatory framework (supperior to the one of the Nice Treaty, but inferior to the proposals stipulated within the Constitutional Treaty) have a direct impact on designing the structure for coordinating European affairs in the Member States. Given that in Romania the European affairs coordination system was initially inspired by the French model, while later suffering a series of institutional changes (some inspired by models from other EU states), an important part of the study addresses the need to know, from a comparative perspective, the best practices in European affairs coordination and cooperation mechanisms in other EU Member States.     Description: The severity of the global financial crisis has highlighted major structural limits not only at the level of credit institutions' risk management strategies, but also in the financial safety net. There were very few rules at the onset of the international financial crisis, to determine the actions to be taken by the authorities in case of distressed banks. Lender of last resort funding by central banks, deposit guarantee schemes and the prudential regulatory framework, as they were before the crisis, failed to stem the propagation of systemic shock that spread to the entire European banking system, after the collapse of Lehman Brothers, in the mid-September 2008. The newly created situation showed that public authorities do not have adequate means to handle the situation of distressed banks on today's globalized markets. When a bank had been under stress, there was the risk of contaminating other financial institutions, including those beyond the borders of a country. During the systemic events, several major banks were in such a situation (Fortis, Lehman Brothers, Icelandic banks, Anglo Irish Bank, Dexia), which indicated that existing mechanisms were not effective, being necessary the design of additional elements, in order to allow a proper management of distressed financial institutions.     Description: In letteratura, il confronto tra i metodi di calcolo dell'imposta sul valore aggiunto (regime ordinario e regime del margine) è limitato: si riduce al risultato di equivalenza ottenuto con aliquote identiche e uniformi nelle diverse fasi della produzione e dello scambio. In questo lavoro proponiamo un'analisi comparativa generale per stabilire la desiderabilità di un metodo rispetto all'altro in relazione alla struttura delle aliquote, alla tipologia dei soggetti coinvolti, alle politiche di commercializzazione. I risultati sono applicati per valutare il meccanismo di formazione dei prezzi nel mercato dell'arte.     Description: This paper aims to construct a high-frequency coincident indicator of economic activity for Lombardy and for the provinces of Milan and Pavia, by using the dynamic factor model approach introduced by Stock e Watson (1998a e 1998b). The principal component analysis is first used to summarize the information contained in a large dataset in a limited number of common factors capable of capturing the main features of local business fluctuations. The EM (Expectation Maximization) algorithm then allows to compute the desired territorial indicators by taking into account the official annual data on regional GDP or provincial valueadded growth.

    Description: Questo lavoro analizza il ruolo esercitato dal trasporto aereo passeggeri nel favorire la capacità esportativa del manifatturiero italiano ruotando attorno a due interrogativi principali. In primo luogo, vuole verificare se la presenza di servizi di trasporto aereo passeggeri abbia o meno un impatto positivo sulle esportazioni; in secondo luogo vuole analizzare se la composizione dell’offerta (differente mix tra vettori low-cost e vettori tradizionali) eserciti o meno un’influenza sulla propensione ad esportare. Questo contributo appartiene al filone di ricerca che studia le determinanti della crescita e dello sviluppo (in primis le infrastrutture di trasporto) anche tenendo conto del loro impatto sulle esportazioni.

    Description: The current financial and economic crisis has highlighted the inadequacy of existing institutional and policy arrangements at the EU level. Even before this crisis, the EU economic growth was low, by international standards, revealing deep structural problems across EU countries, especially in the Southern flank. Macroeconomic imbalances have been building up, exposing a stratified EU with divergences in productivity and competitiveness, with rigidity of labour markets, impeding efficient market responses to shocks. The Monetary Union does not have adequate institutional arrangements, which may help it manage a major crisis, such as that of a last-call borrower, depreciation and burden-sharing mechanisms of asymmetric shocks, etc; various sui generis formulas are now being tested. Fiscal reactions vary depending on the level of the debts and on the speed these accumulate; at the same time, these are linked to the size of the budgetary expenditure and fiscal revenues as percentage in the GDP. The sooner the growth picks up, the more acceptable is the downsizing of the certain expenditure and/or the rise of some taxes, so that the ratio between the public debt and the GDP stabilizes (reduces, when it is the case).

    Description: Between 2003 and 2007 the container traffic handled by the national port system increased slowly, despite the strong growth of the maritime traffic in the Mediterranean Sea. That was due both to the national economic stagnation and to the inability of the ports to widen abroad their operational area, because of qualitative and quantitative lacks in port and land infrastructures. This work aims to investigate these issues, by a survey on the national agents of the main global shipping companies. The major competitive weaknesses affect land infrastructure; other problems concern inefficiencies in national ports' activity and lacks in their infrastructure endowment. The national logistic supply chain is fragmented with respect to the integrated systems of other Countries. In the opinion of the shipping agents, some improvements might consist in infrastructure investments, in a liberalization of rail transport and in the modernization of port governance, especially by easing bureaucratic fulfilments and by granting to the Port Authorities a wider financial autonomy.

    Description: Questo studio considera l'evoluzione della relazione tra ETF su titoli di stato ed i relativi indici 'benchmark' durante il periodo di turbolenza dei mercati iniziato nel 2007. La nostra analisi si concentra sul cambiamento della trasmissione di volatilità in seguito al fallimento di Lehman Brothers. Usiamo dati sui prezzi giornalieri di tre ETF LYXOR su Euro MTS e dei rispettivi indici per stimare tre tipi di modelli di movimenti congiunti o 'contagio' tra i mercati: a) modelli BEKK bivariati basati su Engle e Kroner (1995); b) il modello CAViAR di Engle e Manganelli (2004) che permette di applicare il test di Cappiello, Gerard e Manganelli (2005) per il cambiamento nei movimenti congiunti; c) modelli bivariati BEKK 'strutturali' riadattati da Rigobon (2003). I nostri risultati suggeriscono che l'evento Lehman non ha avuto implicazioni sulla trasmissione di volatilità tra gli ETF ed i rispettivi indici. Tuttavia l'attitudine alle reazioni estreme degli investori in entrambi questi segmenti è aumentata.

    Description: This paper aims to construct a high-frequency coincident indicator of economic activity for Lombardy and for the provinces of Milan and Pavia, by using the dynamic factor model approach introduced by Stock e Watson (1998a e 1998b). The principal component technique is first used to summarize the information contained in a large dataset in a limited number of common factors capable of capturing the main features of local business fluctuations. The EM (Expectation Maximization) algorithm then allows to compute the desired territorial indicators by taking into account the official annual data on regional GDP or provincial value-added growth.

    Description: This paper examines the evolution of the EU's trade in services over the 2004-2008 period in comparison with its trade in goods. It aims to disentangle the main trends shaping the EU's services trade flows under the impact of increasing globalisation and the last two waves of EU enlargement. Relying on BoP trade statistics published by Eurostat and the WTO, it highlights the recent changes in the EU's services flows in terms of dynamics, composition, trade balance as well as patterns of specialisation and integration into the internal and global market. It also reveals the main trends prevailing in the evolution of extra and intra-EU trade flows, and their relevance for the process of economic integration within the EU. The purpose of the paper is to contribute to the discussion of the issues related to services trade in the EU since this topic is focusing to a far lesser extent the attention of current economic literature than trade in goods. Hence, our empirical investigation attempts to find the answers to the following questions: What is the significance of services trade flows for the EU as compared with trade in goods, and which is their role in the global economy? How relevant is trade in services from the perspective of European economic integration? What are the effects of the global financial and economic crisis on the EU's trade in services, and which are its future prospects? Following the answers to these questions, the paper is structured around five sections. The last one summarizes the main findings of the authors.

    Description: La congettura che qui si propone è che in Produzione di merci Sraffa abbia inteso ripristinare il programma analitico, proprio degli economisti classici, di una teoria del valore-lavoro, superando il fallimento provocato dalla esplicita considerazione dei beni-capitali che ha reso impossibile la "riduzione" dei prezzi di produzione a valori-lavoro mediante misura del "lavoro morto" in essi contenuto. La congettura è condotta in tre momenti successivi. Anzitutto si ricostruisce il paradigma del valore-lavoro dei classici per mostrare come esso fosse rigorosamente esatto nel caso di una produzione "a solo lavoro". In seguito si mostra come Sraffa avrebbe potuto operare per fondare un'analisi altrettanto rigorosa del valore-lavoro nonostante la presenza dei beni-capitali sulla base del punto di vista del prodotto netto complessivo per imputare al valore monetario di questo il solo "lavoro vivo" (equazione di neo-valore). Infine si suggerisce che Sraffa potrebbe essersi mosso proprio nella direzione di cui sopra, come sembrano alludere i suoi appunti di lavoro che progressivamente vengono alla luce. La conclusione della congettura è che, comunque giudicasse Sraffa (cosa che, al momento, è argomento opinabile), Produzione di merci può essere letta anche come la diretta prosecuzione della teoria del valore-lavoro degli economisti classici che risolve la difficoltà provocata dalla presenza dei beni-capitali impossibili a ridursi rigorosamente a quantità di "lavoro morto".

    Description: The underlying rationale in shifting the analytical focus of the competitive development policy rests on the political-economic and socio-cultural characteristics of a habitat that indeterminably amplify or scale down the benefits of economic activities. The permanence of spatial developmental disparities suggests that the strategic directions of any initiative targeting regional competitiveness should follow the lines of (1) maximizing its competitive impact and (2) matching the territorial specificity. According to this perspective, the paper discusses an original theoretical construct and points to graphical representations of operational forms that may configure a policy of territorial development along four co-existent levels: (1) urban fields, (2) clusters, (3) development areas, and (4) disadvantaged areas. The main implication for public policy initiatives resides in smoothing the progress towards building up such a potential for growth.

    Description: Due to the enlargement of the European Union towards the Central and Eastern Europe, the EU's external policy priorities have changed. Its frontier moving further to the East, it was necessary to adapt, and even reshape the institutional framework and the policies addressing its new immediate neighbourhood. In this context, a European Neighbourhood Policy (ENP) was put in place. Later on, the ENP consolidation and reform aims led to the setting up and promotion of new initiatives such as the Union for Mediterranean, the Eastern Partnership, which, together with the Black Sea Synergy project, intend to focus more upon the regional and multilateral dimension of the neighbourhood policy, being complementary to the bilateral basics of ENP. Romania has endorsed and continues to support the goal of a secure and stable area in its Eastern neighbourhood, mostly given its increased responsibilities derived from the Member State status at the Eastern border of the Union. An active supporter of the European perspective of the Republic of Moldova, and also a promoter of the regional and cross-border cooperation, Romania has set off a series of cooperation initiatives for the Black Sea area. It will be important to follow to what extent these projects will prove their efficiency in practical terms, especially in the new framework, generous in instruments, work mechanisms and actions, proposed by the European Neighbourhood Policy.

    Description: This paper analyses the justifications and stages of the elaboration of impact studies at the European level, focusing on the various working methods, be it 'impact matrix' or the 'logic of intervention', which may be adopted by law-makers, in order to improve the regulation mechanisms in the public administration field and shape up new ways in which they could be used. Attention is paid to the role and the utility of impact assessment in elaborating public policies, as well as to the importance of properly using analysis instruments, with a focus on the obstacles and risks associated to the impact assessment process, by comparing different approaches and working methods, from the European and OECD area. Various evaluation patterns from OECD and the EU are presented, with their peculiarities and challenges involved by their implementation, leading to the conclusion that the European assessment pattern is still far away from providing a universal impact analysis model due to the lack of efficient sanctioning mechanisms. The credibility of an impact assessment largely depends on its results, which means they need to be based on correct and updated information, which is at the same time transparent and easy to access and understand. The role of impact assessment and, by extension, of impact studies is to allow lawmakers to check up whether the implementation of existing regulations observes the established indicators, as well as whether the policy in question had reached its objective.

    Description: The paper argues why in the nowadays context of accumulation, named Cognitive Capitalism (CC), from an economic point of view, it is not possible a political compromise (nee deal) as it was in the fordist era. Starting from ch. 24 of Keynes' General Theory, we discuss how the keynesian conditions for a the development of a social pact between workers and entrepreneurs, with the intermediation by the State, are overcome by the structural change of the accumulation and valorisation process. Fordist new deal was based on three main variables: i) the existence of a State-nation able to implement nationalwide and autonomous political economies; ii) the possibility to measure productivity gains in material terms, and, iii) the existence of stable industrial relations, with high degree of representation of national differing social interests. In CC, globalization and finanziarisation strongly reduce the role played by States, the shifting towards immaterial production, based on knowledge and cognitive labour, leads to the impossibility provide an effective measure of productivity, whose dynamics is more and more depending on social factors. Further, the prevailing individual bargain on collective bargain negatively affects the relevance of industrial elations and especially the capacity of tradeunionism. The structural instability of CC could be minimize, first, by the introduction of a limit to intellectual property rights, able to socialize knowledge ad better exploit learning and network economics at the basis of accumulation process. Secondly, by the introduction of a basic income, able to compensate the unfair income distribution due to the capital gains allocation. Nevertheless, both of these measures, cannot be constituent of a new social pact, since they are incompatible with private property statements and with the discipline of work as condition for its exploitation. Therefore, as usual, only social crisis and conflict can provide a solution.

    Description: Il presente lavoro analizza il grado di conoscenza di Basilea II e i connessi effetti sul comportamento delle imprese attraverso un'indagine realizzata su un campione di imprese clienti delle Banche di Credito Cooperativo in Emilia-Romagna nel 2007. In primo luogo si registra un'elevata quota di imprese che si dichiarano a conoscenza degli effetti di Basilea II, pari ai tre quarti del campione, rispetto al 47,5% rilevato in una indagine del 2005 (Bentivogli et al., 2007). Le imprese non si limitano ad accrescere il livello e la qualità delle informazioni societarie, ma operano azioni a livello strutturale, tra cui anche l'aumento del rapporto tra patrimonio e debiti finanziari. In secondo luogo, la percezione degli effetti di Basilea II è influenzata dall'intensità del rapporto banca impresa, approssimata nel campione dall'essere soci BCC e dalla presenza di mono/multi affidamento. Si registra un maggior grado di conoscenza di Basilea II e l'adozione più frequente di azioni strutturali tra le imprese clienti socie BCC. Infine, nella maggior parte dei casi gli effetti di Basilea II nelle procedure di erogazione del credito sono considerati limitati dalle imprese. Tuttavia, a fronte di una tendenziale neutralità nei flussi di credito un numero crescente di imprese avverte una maggiore onerosità in termini di tassi e costi.
