    Description: The text discusses the territory as an instrument of public policies. Normally, the production of the territory mobilizes technical instruments, but also erases the complex course followed by the social and cultural dimension of that production. The nation and the units of administrative organization are stabilized, their production and arbitrary traits erased, and the resulting artifact treated as universal or simply stabilized and fixed. The work here is not deconstructive, but it intends to follow different cartographies present in Brazilian social thought. The analysis based on the texts of recognized authors, Mário de Andrade, Sérgio Buarque de Holanda and Caio Prado Júnior, does not have the concern of exegesis or decipherment, but the re-composition of movements, styles and ideas that configure different symbolic territories, called "cartography".

    Description: Regarding one of the most renowned mechanisms of social participation in the recent Brazilian democracy, this paper aims to offer a typological proposal for national conferences, considering the broadened definition established by the Decree no 8243/2014 and ex post aspects of conferential processes. Thus, databases hosted by Ipea were updated and expanded, reaching the conferences held until 2016 and its approved resolutions from 2011 to 2016. This data collecting process put together a documental collection of 154 national conferences realized from 1941 to 2016, besides a database of 5,369 resolutions approved in 28 of the 42 conferences finished in the past five years. This table was submitted to a lexical analysis through the IRAMuTeQ software, according to the ALCESTE method. Briefly, five lexical worlds were observed, each holding its own characteristics. Also, the position of a specific conference in the class map can change between its editions, and this lexical displacement can occur under different ways. Some hypotheses - about lexical displacement and implicit territoriality - could be raised for further research, after this analysis. Thus, the availability of data, in a public and accessible way, may be a stimulus to the development of studies about this phenomenon or, at least, a factor for reduction of costs and efforts involved in this data collection.

    Description: This paper was based on some previously delimited categories to guide a reflexive debate about the production on the institutionalized social participation in the scope of the public administration in Brazil. To that end, the analytical course was organized and developed around a new concept for a generic definition of these innovations in the field of democratic practice in the country, here called "participatory deliberation institutions" (PDI), each with its particular functional characteristics. For a better operationalization of this concept, the text is ordered from three analytical pairs: i) institutionalization and structural insertion of these innovations; ii) participation and representativeness; and iii) deliberation and effectiveness. On these pairs some arguments in the literature have been embedded and problematized in order to shed light on different issues that fall within this highly complex field, aiming also for a more precise detailing of the central characteristics in terms of the democratic advances and intrinsic contradictions found dispersed in the area debate. With this, it is believed that this text makes a relevant contribution to the mapping of the "master lines" of analysis on a field of practices that, despite the rich production already existing, still makes possible and even lacks other exploratory investigations, given the dynamism inherent in the very process of democratic consolidation.

    Description: This text describes the structure of federal funding of culture, its dynamism and composition. It analyzes the expenses of the Ministry of Culture, its evolution and changes of composition. It also looks at the incentive resources, part of the federal funding system, which are deployed in new corporate resources and in the Union's fiscal waiver. Thus, the discussions that follow link the idea and materialities present in the financing, following some of the controversies about the instruments and results of the federal funding system of culture

    Description: This text discusses the dynamics of cultural funding in the Brazilian federal government from 1995 to 2013. It describes the historical context and faces some of the arguments present in the public debate on the principles that can justify reforms in the administration of culture and reconfiguration of the stock financing model public in the area. Moreover, it faces discussion of these general ideas in the light of the plurality of criteria and instruments used by the public administration.     Description: This study analyses the influence of the actions undertaken by representatives of society in conveying demands for public policies. The object of the study is the National Tourism Council. Social network and field approaches were used with the goal of investigating how councilors engage with each other, and the results of their actions in the elaboration of tourism policies. The study makes studies 46 records of CNTur meeting minutes, recorded between 2003 and 2015. The analysis identified the demands presented, as well as the councilors who proposed, or supported them; this information served as a subsidy to the identification of the council's network structure. The results show that diversity among actors involved, external opposing actors, and propensity to contest pre-established rules are characteristics that favor the advancement of a demand. However, the existence of consensus in the council does not necessarily help in obtaining a favorable advancement of a demand.

    Description: Public policy collegiate bodies - including councils, commissions, and committees, among others - are a present reality in Brazilian public administration. This paper aims to study and describe the structure and functioning of teams for technical support to public policy collegiate bodies, meaning the group of public servants whose direct functions are providing support to such bodies, in order to accomplish their mandates. Considering the challenges of comparability and the idiosyncrasies of Brazilian political scenario for the last two years, technical visits and semi structured interviews were performed over 28 national collegiate bodies from August, 18, to October, 3rd, in 2016. Information collected points out that those collegiate bodies faced, during impeachment of ex-President Dilma Rousseff, in 2016, complex and heterogeneous situations, pressed by changes and uncertainty. The drastic agenda of cuts of expenditures, by the Executive Branch, in the name of a fiscal balance, and the low offer of human resources remain as critical points. Despite this unfavorable scenario, the quantity and quality of activities performed by the collegiate bodies are remarkable. This apparent contradiction suggests that those bodies are adapting to the circumstances, using strategies as the intense dependency from overwork and additional effort from the teams for technical support. However, recent cases show that claims for "agility" and "efficiency" are being used as formal motivation to extinction of those spaces. More than deactivation, the national collegiate bodies are under risk of historical deconstruction.

    Description: This work seeks to undo any duality between cultural rights and the right to education and between popular culture and fine arts, in order to better visualize the structure of a political public art education. Respecting to the first duality, what is pursued is the building of an argumentative horizon, which comprises cultural rights, and the right to education based on the historicity of human rights language and the design of legal doctrine regarding the subjective public rights. Regarding the second duality, popular culture/fine arts, the aim is to break it from the concept of aesthetic experience, developed by the American pragmatist philosopher John Dewey. Through this concept, the meaning of art is displaced as related to the sublime, then located it as a holistic experience, once individual and collective. Such aesthetic experience is related to principles such as individual autonomy and the right training sharing symbolic goods produced by the community that are also present in education. Once these dualities are unweaven, this dissertation seeks to question whether the cognitive and normative senses of political art education, structured in the Ministério da Educação e Cultura (MEC), are aligned to an instrumental policy. In this work, the instrument is the presentation model that sees the effectiveness of public policy in the relationship between adherence to their territory and their ability to institutionalization. The territoriality is the central dimension that allows the testing of fairness and strength of institutionalization of problems responses. Therefore, this dissertation demonstrates quantitative indicators in the form of maps that allow quick view of the state and economic policies with special focus on the formation of the arteducator.

    Description: This paper deals with the funding of cultural activities, describing and analyzing the arguments that justify the State's participation in this funding. It analyzes the critics who claim to have been the cultural policies in Brazil left to the market due to the primacy of tax incentives, part of the Rouanet Law. To meet this objective it analyzes the composition of public and private resources and public indirect tax expenditures. The argument unfolds in the reflection on the legitimacy foundations of the state's participation on funding cultural consumption via "Culture Tickets", which is a form of tax incentives, establishing new ideological and principled arguments, expressing the view that the state should subsidize the members of the working class individual choices in relation to the preferences of consumption of cultural goods. Finally, a third aspect is the quality of budget execution flow of the public body. In this case, our hypothesis is that much of the energy expended in criticizing questions of general principles like the preference for the market could be redirected into an effort to reform the state itself. There are many problems in the public decision making process about the state budget and its implementation. Strong initiatives are needed to adjust the amounts of financial resources to cultural needs, but also to improve the quality of the spending process.

    Description: The intention of the Global Burden of Disease Study 2010 is to inform and to provide guidance to some public policies. This Working Paper points out some shortcomings of the Study, both as to method and as to usefulness for national policies, by means of a critique of the formation of the weights that compose the indicators. The people who issued judgments on the health states do not represent the populations of their countries; moreover, one cannot know what kind of social and ethnic strata, ages, professions and occupations, or levels of education, they may represent. Also, the data of the Study are not suitable for comparing the progress of the policies of a country in time, because the weights embedded in the indicators lack acceptable quality.

    Description: This article discusses the insertion of social participation in the construction of multiannual plans - Planos Plurianuais (PPAs) - of the states relative to the period of 2012-2015 in Brazil. It describes what has been done in ten states in Brazil in terms of social participation from the synthesis and systematization of ten case studies produced by the IPEA project "Planning and Public Management at the State Sphere: a comparative analysis of the processes, content and systems for monitoring the PPAs." We seek to problematize the variations about the degree of social participation in the construction of these PPAs, as well as to identify whether social participation, in fact, create changes in the contents of Plans. Furthermore, we observe the allied base to the federal government and also the policy councils present in these ten states of the federation, analyzed seeking to explore possible causes of variations in the degrees of social participation in the PPAs.

    Description: Since redemocratization in Brazil, forms of interaction between the state and civil society have become an integral part of the public administration structure. The literature on participatory processes has discussed the institutionalization of public participation as a key notion in such context. This work aims to contribute to current debate by both identifying aspects commonly associated with institutionalized participation and proposing a framework to analyze the institutionalization of national councils. To operationalize the analysis, we listed a number of relevant variables and attributed values to each. This method was used to classify 21 national councils and three national commissions according to their institutionalization levels. We hope the study will bring new insight to future analyses about the effects of institutionalization on national councils.

    Description: This article verifies the different effects of legal repression over homicide rates across Brazilian states. We analyze the impacts of two different kinds of legal repression: incapacitation (rate of individuals serving time in jail in relation to 100,000 inhabitants) and deterrence (rate of police officers in relation to 100,000 inhabitants). We use both official homicides rate and the adjusted homicides rate estimated by Cerqueira (2013). Our econometric results suggest that different police strategies can have different impact over the homicide rate, which contradicts the study of Levitt (2004). Furthermore, we find evidence that the new Anti-Drug Law of 2006 had as an unintended consequence the decrease of the impact of incarceration rate over homicide rate.

    Description: Many public policies seek to promote, maintain, modify or improve collective actions. The development of a country requires actions that are complex and wide in scope. This and following texts sort out: i) two general classes of problem-situations that lack collective action; and ii) kinds of mechanisms that are useful as possible solutions to such problem-situations; i.e., mechanisms for acting upon institutions (organizations; formal or legal norms; formal practices) or upon cultural elements (social customs; customary morality; customary values and beliefs) of a society. In these texts, a leitmotif is the strategic dimension, one of the dimensions of building or changing institutions and cultural elements. To this end, one takes advantage of basic games of strategy as simple models for assigning those problems into classes. This first text deals with the problem-situation of cooperation vs. defection, modeled as prisoner's dilemma games. It covers situations of disputes for exits during disasters; of party leaders that become candidates for losing elections; of groupthink in committees; of lack of interest in training employees; of bottlenecks in urban traffic; of creating new city or state governments; of bank runs to financial safety; of tragedies of commons, be they environmental or otherwise.

    Description: This paper focus on aspects of metropolitan governance of the United States and Canada highlighting strategies of cooperation and criteria used in their experiences of management and institutionalization. Thus, it describes both the governance experiences implemented voluntarily or compulsorily, their financing mechanisms and the resulting ability to offer public services. Besides, aiming at further deepening the understanding of the strategies adopted, this paper depicts the processes of conurbation, urban sprawl and densification in metropolitan areas. Therefore, the objective of this paper is to analyze the institutional processes of metropolitan governance and its fostering of public policies and programs. Institutional guidelines, challenges and observed limitations are considered for the cases at hand. In order to develop the paper, specific literature produced by the institutions as well as their analysis was consulted. The analyses indicate that there are different governance structures in Canada and in the United States concerning both political attachment and concentration or fragmentation of decision-making processes although delimitation criteria of metropolitan areas are similar. There is a diversity of models for offering public services. However, some limitations can still be observed in terms of articulating policies among different sectors. Disagreements persist among public and private economic actors.

    Description: This article seeks to contribute to the thinking on civil society organizations whose work deals primarily with urban violence and public security in the city of Rio de Janeiro, with special attention paid to the particularities of their creation, actuation, and organization. In discussing the trajectories, representations, and social practices constituting their operations over the last 30 years, the authors highlight continuities, discontinuities and articulations between non-governmental organizations (NGOs) working with rights, collective identities and social movements, as well as their relationships with the governmental apparatus. It also examines shifts in the ecology of civil society that stem from situations of violence, including the emergence of new political discourses and figures on the margins who are subject to extra-legal actions carried out by law enforcement agents. The groups and agents circulating between small collectives mobilized around the fragmented nature of the city are the closest witnesses to these everyday situations of exception. They are actors who have inserted themselves into the field of politics and must dispute their legitimacy through situations and relational dynamics occurring in the context of a pre-existing organizational landscape. Finally, the article identifies several characteristics of the (slow) construction of participatory mechanisms in public policy, and more specifically, public security. The study of civil society organizations and social movements related to urban violence in Rio de Janeiro today can contribute to better understandings of how these spaces function.

    Description: This article presents the main results and the main conclusions of an applied research that aimed to answer the following question: within the Federal Executive Branch, what are the main factors that impact the potential of effectiveness of public hearings as a mechanism of social participation in the management process of public policy?. For this purpose, and through the use of qualitative methodology, the research relied on four case studies of hearings held by Federal Government agencies: the preparation of the National Solid Waste Management Plan; the debate on the drafts of the bidding terms and conditions, and regarding the contract of permission to exploit Interstate Bus Services; and the environmental licensing of two major hydroelectric projects - Santo Antônio/Jirau, in the state Rondônia and Belo Monte, in the state of Pará. The results of the empirical analysis point out factors that influence the effectiveness of the hearings. This analysis aimed to provide subsidies for public managers responsible for organizing and conducting these participatory processes, as well as for scholars concerned with the issue.

    Description: This text analyses aspects of metropolitan governance in European countries, observing cooperated action strategies. Accordingly, it is descanted about the instituted arrangements in a spontaneous and institutionalized way, the sources of funding and the offering of cooperated services. Thereby, this study has the objective of analyzing the metropolitan matter, considering essentially its institutions and the promotion of policies and programs undertaken in the metropolitan spaces. There are considered the institution guidelines of the following European countries: Germany, Spain, France and England, as well as the challenges and limitations of fomentation to the metropolitan governance. The observations were developed from the review of the international literature and researches accomplished by the respective governments between the decade of 1970 and the year 2012. The analysis indicates that the arrangements of metropolitan governance are heterogeneous and diversified, with diverse models, being to common service delivery or being to cooperative acting. There are still observed fragilities in the strategies to the articulation of intersectoral policies and strong conflicts among the public and private economical agents.

    Description: The problem of coordination concerns how to make actions or choices of social agents (individuals or organizations) match in the right way. Some problems of coordination are also problems of separation. In many cases of lack of coordination, communication is faulty or not very reliable. Sometimes, the expectations of the agents in the problem- situation fulfill the fundamental role of achieving coordination. But successful coordination may need not only institutions, customs, or beliefs, but also technology, in some appropriate combination. The complementary problem is to find out a mechanism of lock-in, in order that the coordinated result become steady and persist. In this text, these thoughts are applied to issues of public policies concerning community safety, international relations, combating unjust discrimination, public health, metrology and standardization, consumer protection, support of small business, as well as urban policy.

    Description: The present study analyzes the political and institutional arrangements of the new housing program in the Brasil (PMCMV), examining them both from the point of view of democracy and its effectiveness to achieve its objectives. In other words, it aks if such arrangements encourage expanded participation of a plurality of actors and if they favor the coordination of its implementation and the achievement of the goals. The hypothesis considered to be the PMCMV a public policy with institutional arrangement that is politically legitimate and also bureaucratically able for favoring the achievement of the proposed objectives. The selected data, however, showed that this hypothesis has not been completely confirmed. Even having achieved the goals established, with management and monitoring arrangements to raise the efficiency of the policy, its institutional arrangement was not able to include important social actors in the area, such as the popular pró-moradia movements and organized groups of experts on urban themes. their demands have not been addressed in decision-making arenas.

    Description: The historical success of the Asian developmental States and the partial success of developmental States in Latin America suggest numerous common requisites for an efficient State intervention, including a weberian bureaucracy, the monitoring of project implementation and reciprocity (subsidies in exchange of performance), and collaborative relations between government and private companies. Even though Brazil wasn't able to develop a high technology manufacture and exportation industry - sector that responded for continued growth in East Asia - the Brazilian developmental State had an important number of successes, often neglected, especially in steel, cars, mining, ethanol and aircrafts. Brazil was less successful in the promotion of information technology, nuclear energy and in the reduction of social and regional inequalities. Moreover, some isolated initiatives of states' governments were also efficient in the promotion of some local industrial and agricultural sectors. In contrast with Asia, Brazilian state-owned enterprises played a central role, effectively internalizing monitoring and reciprocity procedures, and ignoring the cooperation between government and private companies (which was, generally, more rare in Brazil).

    Description: The article examines governmental policies for the revitalization of the shipbuilding industry in Brazil since the mid-2000s. It analyzes such policies from the perspective of their political-institutional arrangements. In order to evaluate both the political capacities and technical-administrative capacities produced by such arrangements, we compare the contemporary policy efforts, implemented under a democratic environment (post-1988), with those that supported the emergence of the shipbuilding industry in the past (between the 1960s and 1980s), a period characterized by authoritarian rule. After a strong crisis in the sector during the 1980s, the domestic industry was nearly extinguished in the 1990s. However, in the 2000s, the industry reemerges due to a series of government-led initiatives, such as the Program for the Modernization of the Oil and Gas Industry (PROMINP), the Program for the Modernization and Expansion of Naval Fleet (PROMEF), and the Program for the Acceleration of Growth (PAC). The analysis mapped out the main actors and processes involved with current efforts to promote the national naval industry. We describe the implementation processes, both from the perspective of the formal rules and institutions and of their actual operation. Our goal was to understand to which extend the implementation arrangements, and their interfaces with democratic institutions, contribute (or impose obstacles) to the execution of governmental policies targeting the revitalization of the Brazilian shipbuilding industry.

    Description: The main objective of this article is to verify the impact of both the incarceration rate and the number of police officers over the homicide rates. Overall, our results suggest that the increase in both the incarceration rate and the number of police officers are important do deter homicides. That is, the successful fight against crime can be achieved by incarceration and police officers independently of what happens with other socioeconomic variables.

    Description: This paper examines the institutional arrangements that organize the arenas of formulation and implementation of development policies in Brazil, asking if such policies are setting up more democratic decision-making processes with the inclusion of a larger number of actors and at the same time if they are enhancing new State capabilities, that is, making the bureaucracy more able to undertake the purposes of the policies? The analysis of these arrangements is focused in particular on the relations established between bureaucracy and other political actors. The selected data for the study refer to the project of transposition of the São Francisco River Waters and show that despite the technical and political difficulties for its implementation, not yet fully overcome, two order of institutional innovations may be highlighted. The first refers to the new monitoring instruments and management (committees, 'situation rooms' etc.) that have reduced administrative barriers or bottlenecks. The second points out a possible new pattern of relationship between State and society: they are not characterized only by old political patronage grammars or bureaucratic insulation (which are still present), but also uphold greater sharing of decisions.

    Description: Democratic innovations such as the national public policy conferences have been proving themselves to contribute to the inclusion of historically underrepresented groups in Brazil. That would be particularly true regarding culturally-defined minority groups, such as those whose identity is shaped by gender, racial or sexual issues, as well as other shared ways of life that impose demands for special policies, such as people with disabilities and senior citizens.     Description: Public Policy Conferences are institutionalized participatory bodies that outshine the traditional separation between state and society and generate dynamics of political representation different from the electoral model of democracy. In these areas, civil society is called to represent the plurality of social demands and to expand the political inclusion through the deliberation of policies that express different opinions, interests and perspectives. From this normative commitment, the paper addresses the problem of authorization, accountability and responsiveness, showing how these experiences relate to these criteria and what are the variables that contribute to or impede the exercise of democratic representation in terms of actual influence of society in the deliberation of public policy in Brazil. It argues that the democratic legitimacy of participatory institutions must be sought in the connection between the distinct deliberative arenas and not in the singular action of each individual or institution.

    Description: National conferences became the most important participatory policy at the national level in Brazil. Brazil has had a tradition of national conferences since the early 40's when Vargas government called a national health conference. Since 1988 the forms of civil society participation envisioned by the Constitution in the areas of health and social assistance led to the institutionalization of national conferences. However, the great boost of national conferences took place after 2003 with the election of Luiz Ignacio Lula da Silva for president. In the last 20 years 80 national conferences took plac in the following areas: 21 in health related issues; 20 in minority related themes; 6 in environment themes; 22 on State, economy and development; 17 on education, culture and social assistance; and 11 on human rights. These paper show the finding of a national survey applied in July 2011 on a sample of 2,200 people. Its results show that the pattern of inclusive participation that emerged at the local level in Brazil is expanding to the national level.

    Description: The last decades witnessed the wide dissemination of forms of interaction and collaboration between governments, citizens, civil society and private sector actors in the design, implementation and monitoring of public policies in Brazil. This paper is an attempt to analytically map the evolution and characteristics of such forms of interaction between state and society in the programs carried out by the federal government. In order to be able to deal with a wide variety of forms of state-society interaction, which includes citizen participation in deliberative forums as well as more individualized forms of interaction such as ombudsman and call centers, we mobilize the concept of state-society interfaces. The analyses are based on an original dataset - the Managerial and Planning Information System (SIGPLAN) maintained by the Ministry of Planning - which allowed for the investigation of state-society interface in all programs developed by the federal government from 2002 to 2010. We ran both descriptive longitudinal as well as inferential analyses in order to survey: i) the evolution and dissemination of state-society interfaces in federal programs and bureaucracies; ii) the diversity of types and formats of these interfaces; iii) the associations between types/formats of interfaces and areas of public policy; and iv) the meanings and actual contributions of these interfaces to the federal programs attributed by their own managers. The findings suggest the emergence, in the last decade, of a complex ecology of state-society relations in Brazil. According to which distinct forms of statesociety interaction tend to perform different roles in program management and to be associated to specific areas of public policy and their varied institutional environments.
